A number of courthouses in Kansas have replicas of the Statue of Liberty on their grounds. This list has some of them, but there are more in Kansas. I think Garnett has one.

On the grounds of the Butler County Courthouse in El Dorado is the Celebration of Freedom Memorial - a tribute to the nation’s armed services.

The Butler County Courthouse in El Dorado was designed by famed Kansas architect, George P. Washburn, who gets credit for some of the most beautiful courthouses in the state.

UPDATE: Roger knew. It’s the Anderson County Courthouse in Garnett - designed by George P. Washburn, the architect for some of the best Kansas courthouses.

The 1893 courthouse.
There’s a neat porch on the front of the courthouse. This view is looking out over the war memorial.
The war memorial on the southwest corner of the courthouse square lists area war dead from the WWI, WWII, Korea, Vietnam, Iraq wars.
